if in 2022 10th ssc, exams will be cancelled then on what basis will be 10th marks given .

There is a lot of time left even in the arrival of the year 2022. Although, it would be the least probable case that the exams might get cancelled as it would totally depend on the situations at that time. And even if the exams do get cancelled, then it would be totally on what the Board decides, what criteria does it sets for the students to get promoted to the next standard . In general, the criteria depends on the marks obtained by the student in his/her internal examinations i.e. pre board examinations and the marks secured by the person in the previous standard. But it is too a dynamic criteria as it is subject to change accordingly.
So, it is hard to answer your question at the current point of time.

If the class 10th examinations are the excess examinations are cancelled because of some reasons than the marking scheme is generally done on the basis of two criterias-
First of all the marking is done on the basis of marks obtained by the candidate in his pre annual examinations or his pre Board examinations of class 10th accordingly, and secondly the mark input is taken on the basis of his performance in his class 9th standard.
