Solution : Let the marks of Peter be $100$. $\therefore$ Marks obtained by sam = $\frac{(100-19)}{100}\times 100=\frac{81}{100}\times 100 = 81$ Now, the percentage of marks obtained by Peter is more than that of Sam's = $\frac{19}{81}\times 100$ = $23.46{\%}$ Hence, the correct answer is 23.46%.
