if in upsee councelling 2020 seat is alloted to me but didn't pay seat confirmation fees ,can i participate in special round of upsee councelling???

Definitely you can participate in spot round of uptu as all the students who were not allotted any seat or did not accept the seat or are fresh candidates can apply for the soot round. You cam register for the spot round from the official website of uptu.
