Solution : Given: Mohan travels at 60% = $\frac{3}{5}$ speed of his usual speed.
Use the formula, $\text{Time}=\frac{\text{Distance}}{\text{Speed}}$.
Let the man's speed be $5x$.
⇒ 60% of the speed = $5x\times \frac{3}{5}=3x$
Man's speed ratio before and after = $5x: 3x$
⇒ The after and before time ratio = $3x: 5x$
According to the question,
$5x-3x=10$
⇒ $2x=10$
⇒ $x=5$ minutes
The usual time taken by him = $3x=3\times 5=15$ minutes.
Hence, the correct answer is 15 minutes.
