Fee reimbursement is a relative subject and not in all the cases the complete fee is refunded. It is infact the tuition fee which is refunded. Tuition fee makes around 70% of the total fee. So if you are seeking reimbursement on the basis of income, in most of the cases the fee is reimburse from upto 2/3rd to complete reimbursement of the tuition fees.

There are other changes still there like hostel and mess food.
