Yes you can surely appear for the UPSC examination as your age will be 21 by the 1st August 2023. As per the UPSC age limit eligibility criteria, those between 21 to 32 years as on August 1, in the conducting year, can fill the UPSC IAS application form. However there is some relaxations for some categories in upper age.
Talking about acaedmic qualifications you need to have a Bachelor's degree ( BA , B.Com , B.Sc , BBA , BCA , B.Tech etc.) with at least one of the subjects namely Animal Husbandry & Veterinary Science, Botany, Chemistry, Geology, Mathematics, Physics, Statistics and Zoology or a Bachelor's degree in Agriculture, Forestry or in Engineering from recognised university.

The minimum age criteria for the UPSC CSE is 21 years as on August 1, 2023 and the upper age limit is around 32 years as on August 1, 2023. Now as you are turning 21 before August1, 2023, you are eligible for the examination.
The minimum educational qualification is that you must be have completed any graduation degree course (( BA , B.Com , B.Sc , BBA , BCA , B.Tech etc. ) in any subject of your choice.

Yes, you will be eligible for UPSC 2023 with your mentioned date of birth
This is because,
To be eligible ,you need to be at least 21 years old as on 1st August of the year of appearing for UPSC examination i. e as on 1st August 2023 for UPSC 2023 and you fulfill this criteria as with your mentioned date of birth as you will be 21 years old on 2 July 2023 i. e before 1st August 2023 and thus eligible.

Your UPSC civil services examination consists of three stages
********prelims exam :- it is objective paper and is of qualifying nature , so you just need to at least qualify it to be eligible for mains examination, the score /marks obtained by you in your prelims examination is not added up or used in your final merit. Your prelims exam consist of 2 papers: -

You get 2 hours for each paper
********Mains exam. :- it is descriptive /written examination . There are a total of 9 papers which are listed below:-

The compulsory indian language and english are qualifying in nature . You just need to qualify them. The marks obtained by you in these two papers will not be counted towards merit list.
