Candidates belonging to General category and OBC (creamy layer) must have attained the age of 21 on 1st August of the year of the Exam but must not have attained the age of 32 on 1st August of the year of the Exam.
Since you wouldnt have attained 21 years of age , you cannot give the exam in the year 2024 thus you would be eligible to write in the year 2025

As per your query, UPSC Conducts various exams like CSE (Civil servives Exam), CDS( Defence service) etc.
For UPSC CSE, the age eligibility criteria is 21-32 years of age for General category as on August 1 (as per the trend) of that particular year and applicants belonging to the reserved category are eligible for age relaxation as per the rules set by UPSC.
Since you are born in October 2003, therefore you will be eligible for UPSC CSE Exam in 2025, since you will attain 21 years of age only after october.
