if my father started BBA but is a dropout and he don't have any certificate for that. Am I eligible for the first graduate certificate?

See there are no such rules that the parents need to be a graduate to make there child eligible for graduation. If you get a chance in any college for BBA then you will get admission on your own merit and if you perform well in the course and if you pass all the examination then you will get the degree. There are no links there between your fathers dropout and your graduation.
