If my name is not in the State rank list of AP then can I appear for the AP state counseling (I have the required documents to proof my AP residency)?

If your name is not in the merit list of Andhra Pradesh, then you cannot appear for the state counselling. It is clearly mentioned that the aspirants whose name will be there in the state merit list of Neet qualified candidates of Andhra Pradesh, those candidates will be eligible for counselling. If your name is not there, you're not eligible for the state counselling. Check out this link
