If neet 2020 cutoff would reduce just like 2018 to some extent then can i get government BDS or MBBS through AIQ or UP state quota?

Which means for every 1 MBBS seat there are 11 Candidates contesting. This ratio is even bigger for BDS. And the cut offs will increase and will not decrease. When the demand is high and the supply is less, the cost increases. Here the cost is the cut off. In 2019, in UP, 469 was the cut off for GMC while it increased by 150 marks and moved to 577 in 2019. This is about General Category and the cut offs increased inspite of the increase in the no.of Colleges at Basti, Ayodhya, etc. Having said that, this is based on 2019 data and cut offs change every year. Cut offs change every year depending on various factors such as no.of Candidates appearing for the exam, no.of Candidates qualified, top NEET score and difficulty of the exam.
