No such candidates would not be considered during the SSB counselling this is because candidates are required to submit their 12th passing certificate by the end of the year in which the counselling happens. Now if a class is 11th student of us for NDA examination he would not be able to produce the marks certificate by the end of year ends would be rejected during the final rounds but he or she can appear for NDA 2 2022 this is because it's counselling would be conducted in January or February 2023 and by that end of year you would have your marks certificate with you.

In simple words appearing candidates are eligible for NDA examination going to held at time of their boards and the one just before that.
