yes, each and every student of CBSE will get TC along with mark sheet. Whether it is a private school or a government school. You will surely get a TC with the mark sheet.

If you do not qualify the board exams then maybe you won't get a TC because you have not qualified. But if you request through an application you will be given TC i hope.
