Eligibility criteria for NDA exam is following:
Candidates should be between 16.5 years to 19.5 years.
Candidates should have passed their 12th standard from any recognized board with maths and physics.
According to information given by you, you will be 19 years old in 2023 so you are eligible for NDA exam in 2023 but you must have also passed 12th standard.

NDA age limit is 16 to 19 years.
For NDA 2, candidates must have born not earlier than January 2, 2005, and not later than January 1, 2008.
For NDA 1, candidates should be born not earlier than July 2, 2004 and not later than July 1, 2007.
Based on eligibilty criteria, you are not eligible for NDA in 2023 because you'll be crossing 19 by the time of NDA 1 exam itself. You must have passed 10+2 or equivalent exam from a recognised Board for Indian Army and Physics and Chemistry compulsory for Indian Air Force and Naval.
