To apply for JEE advance in 2019 you should first crack JEE mains 2019 then only you will be able to quaify for JEE advance.
There are some eligibility criteria for JEE mains 2019

Candidates must have passed class XII or qualifying exam in 2017 or 2018.

Candidates appearing in class XII or equivalent qualifying exam in 2019 can also apply for JEE Main.
- There is no age limit to be eligible for JEE Main 2019. However, candidates need to pass 10+2 or the equivalent examination in 2017 or 2018. Candidates appearing for 10+2 or equivalent exam in 2019 are also eligible to apply irrespective of their age.

No !! Such criteria is not there in the education system.
However, from this year- National Testing Agency i.e NTA is conducting JEE Mains and so the system criteria is different. To appear in JEE Advanced level exam, one has to qualify JEE Mains exam of the current year first. From 2019 onwards, JEE Mains will be conducted twice in a year by NTA.
You can register yourself for the April session of JEE Mains exam and score maximum percentile in order to qualify for JEE Advanced.
