If someone doesn't qualify for JEE advanced for two years, will it be considered two attempts ?

For JEE ADVANCED, you have a maximum of 2 attempts i.e., the first attempt is considered in the 12th board year and the 2nd attempt is consider as the consecutive year or 1 year post 12th board examination. Now if you don't clear the JEE Mains cut off in any of the two attempts, then it would be count as two attempts. So even if you qualify for the JEE ADVANCED, the attempts will be counted.

YES, whether you qualify the JEE advance exam or not, it will be counted as your attempts. According to the rules, every candidates are allowed to give JEE advance exam for consecutive two times and JEE mains for 3 consecutive times from the year of passing the class 12 . So, if you have not qualified the exam, nevertheless, it will still be counted as attempts.
