If someone fail in class12 in CBSE board and give exam in Up board private in class 12th then they can give Neet exam.....?

Yes, Private Students are eligible for NEET 2019.
NIOS & Private students are eligible to take NEET 2019 as the clause which barred such students was removed by the High Court of Delhi.
