Yes, you can write JEE Mains 2019, irrespective of your 12th 2018 marks whether you passed or fail.
The eligibility criteria for JEE Mains 2018 says that the candidates belonging to ST, SC, PWD can write JEE Mains even after 5 years of relaxation. So you don't need to worry about JEE Mains 2019. All you need to do is concentrate on your 12th grade, score good marks(JEE Mains won't be considering your 12th marks as per the revised rules, However, these 12th marks would be useful at the time of your admission because some colleges consider 12th marks), and then crack JEE Mains and JEE Advance. and get through a great college.

You can attempt at JEE Mains three times.Once while appearing for your 12th board or other qualifying exam and two more times after passing 12th or the qualifying exam. But do note that the 2 attempts need to be in consecutive years right after your 12th. So if you have already appeared once you can now appear for two more time and if not then you have still three chances. This is meant for general cast.
