According to you, MNIT in choice 3 and NIT Trichy CSE in 4. During allotment process if you have been allotted MNIT first, as it is your choice above NIT Trichy, then you will have option to Freeze, Float or Slide. If you Freeze, then you accept the seat and institute and will not take part in any counselling, If you Float then you will accept the seat BUT you will take part in further rounds and will choose to get a seat upgrade if possible. Slide means that you accept seat, will take part in counselling but will get a new seat ONLY IF it is within the same institute. That said, if you have been allotted your Choice 3, your Choice 4 will not be considered.

No, it is just a myth that if the candidate cannot get the fourth preference then ho can he/she get third preference or preference filled around it. See the seat allotment for any candidate totally depends upon the choices he/she has filled. Suppose you have almost confirm chances in MNNIT Chemical engineering and you filed it on 4th position and almost impossible choice on 3rd position so definitely during the process of allotment your 3rd preference will not be filled but 4th preference would definitely get allotted, might be not in first or second round but it can be in 4th-5th round. Therefore it is always advised to fill your choices correctly don't fill the choices for which you have no chances because it might delay the chances of getting the seat which can be allotted to you earlier or with significant wrong choice filling one can even not get a seat in JOSAA counselling as the seats are limited and the rounds are limited so take care of this thing while choice filling.
