Hello aspirant,

Hope you are doing absolutely great.

So with regard to your query, YES generally, there are some students who gets a lower rank and will be allotted a seat, if that particular candidate does not wish to get that seat and tries to get into 2nd or 3rd counselling for the purpose of his or her favoured college, then it would be possible for others to get that vacant seat. However, the cutoff at that times won't be reduced once and for all, the rank which is little bit higher than that particular candidate will be allotted that seat in the next stage of counselling.
