Hi , as per the question that you have asked I would like to tell you that if the seats of colleges remain vacant during counselling then they go for mop up rounds and again if the seats do not get filled then those seats will go back to the institution . Normally the counselling goes till third level of counselling with decrease in cutoff with every next counselling and mop up is the last chance for aspirants to get seat .
