See in the official website of Thanjavur Medical college there are no mentions about the scholarship at all. Every medical college gives some scholarship on the basis of the performance of the student but as your case there are no official mentions.
But if you can, you can contact your SDO/District Magistrate about this condition. If you get a chance in the Medical college take all the documents you have and approach him/her to guide anything possible. In general, many SDO and DM's takes such situations very seriously and they can give you some ways by there affiliations or through there channel and you can get a reduced fees structure facility. If you can you should try this, I know this is not the accurate procedure but it may help you.
Also there are scholarships offered by state government. You can apply for those scholarship. This scholarships are entirely given on the basis of your merits and the course you are studying. For westbengal , there is SVMCM scholarship. Likewise you can search state government scholarships for your state.
