If the candidate doesn't get the preferred choice on first counseling then will he be considered in subsequent counseling ?

Yes, if you don't get your preferred college or branch in the first counseling you can apply for a second counseling.
But you have to make sure that you have taken admission in the first college you have got and then , apply for your second counseling.
This is because it you don't take admission in the first college and apply for the second counseling you will not have a chance to join back to the college or branch you have got in your first counseling .And you will not be left with any choice but to join in the college or branch you get during the second counseling.
But if you get a preferred college in the second counseling, then you can simply withdraw you admission from the previous collegeand join in the new college.
So I suggest you to take admission in the college you got in first counseling and then apply for the second counseling also.

According to major counseling policies, the candidate should be physically present if they get any seat and then they can either fix it or apply for further rounds.
So it is compulsory to attend counseling if a set is alloted.
