You can reject the seat in any college in any round of counselling. Taking admission in a preferred college depends only on the candidate where he/she is asked to lock the seat during the counselling process. It is always preferred to fill seats or colleges in Home state quota first because a home state candidate is more preferred by colleges than over other state candidates.
