if there is no obc ncl reservation in all India 15% quota neet counselling for state colleges then how did last year obc ncl students got alloted in colleges under general category? do they give obc students general seats on merit? do they still cross check obc certificate and eligibility or not?

I am guessing that you are not in the OBC NCL Central list but you belong to OBC NCL at state level
You are having misconception, even in state colleges there is OBC reservation in 15% all India counselling.
But one important thing to note down is that to avail OBC reservation in 15% all India counselling you must be in the central list of OBC NCL otherwise you will have to participate in counselling as General category.
And coming to seat allotment,
Yes, in 15% all india counselling if you are not in Central list of obc then you are eligible for seat allotment in general seats only and not seats reserved for obc .
And don't worry you will be able to select OBC NCL category during your state counselling and can avail reservation in state counselling.

India Quota is subject to the outcome of the
case which is pending the Supreme Court ,Petition No. 596 of 2015.
Reservation in All India Quota seats shall be as follows:
S.C.- 15%
S.T.- 7.5%
PwBD- 5% Horizontal Reservation
OBC (Non- Creamy Layer)- 27 % Only in National Institutes/Central
Universities
EWS- 10% Only in National Institutes/Central
Universities
With 43 % in pcb i. e less than 50%, you will be under general for state Colleges under all india quota and thus ineligible but you are eligible as obc in your state and in all india quota seats as well for National Institutes/Central
