If tke adm in 1 round in MMU solan (MBBS, mngnt quota) and a seat is allotted to me in 2 round in a better college,will my fees be refund

You can definitely leave this college and go for the one allotted to you in Round-2.
Every college has it's own fee refund policy. In MMU, a deduction of the fee will be done by the college if a student wishes to withdraw his/her admission-
