NTA has released a notification stating that you can mention any State in the State of Eligibility field. Irrespective of what you enter there, if you are eligible for 2 State Quotas you can appear for both the State Counsellings. Technically that field is for State Eligibility All India Quota. Now you might be maximum eligible for 2 state counsellings and you do not have the feasibility of entering the remaining State details there. So you can mention any State there and NTA has released a notification stating it is still ok.
