During counseling all government and private colleges are on the list so you can opt for college and you are alloted college based on your rank.

Most of the management seats are also filled through NEET counseling only, which means that If you fill your choices for management seat in counseling round after paying fees of almost 2 lakh (registration fees) for deemed university, then only you can get a seat.

There is no allotment of seats without taking part in counseling. You can wait for subsequent round or mop up round if you did not get seat in second round of counseling.

First of all you not tell about for which college but I give you general perspective as an example ,yes  you can cancel your current allotted seat if you don't want to join that college for any reason. Just don't report to the college at the specified time which is given to you and it will be cancelled automatically. You can cancel your seat if you have already got a seat in another college or If you are thinking about dropping a year and giving the exam again.
