As per today, Office of the Director General, Medical Education and Training, Uttar Pradesh has just released the notification for First Round of Online Counselling. It says that "For participation in counselling NEET UG 2020 candidates will have to compulsorily register online by depositing Rs. 2000/- online through website upneet.gov (//upneet.gov) .in " .  Today is its last date. Since this notice is just for first round of counselling, there is no mention for rules regarding second round.

But, usually fresh registrations are allowed for second round of counselling.  I'll suggest you to mail at neetcounsellingup@gmail.com (mailto:neetcounselling@gmail.com) at the earliest asking for the same, instead of taking chances.
