if we complete btech from electrical engineering (iot) then we can apply in state level electricity department, ies,and in indian army and also in other many government job. after we can do specialization in power.

Yes, you can do to what you intend to be. As you are a passout student of electrical engineering and wishes to join in State electricity Board it is possible because qualification and the education you have achieved from IOT, is recognised by AICTE. For which in any kind of government job this degree is valid. After this you can do specialisation in power.
