if we do not get seat in round 1 and we want to participate in round 2 then also we need to report to the college?

Yes, you must report for the councelling of round 2, since you didn't get a seat Allotment in round 1 so you will have to keep trying till you get a seat Allotment in 1 of the rounds.
Go with all the necessary documents etc..
