Attending and exam after completing an application form is completely up to your choice. An entrance exam is for yourself and for your own admissions. If you don't want to do that or if you don't want to attend the exam then it doesn't matter. You are definitely eligible for applying the exam next year. The thing that you didn't wrote the exam last year has nothing to do with you applying the exam next year. Hence you can apply.
