If we get less than 70% in 12th hsc boards can we give jee mains exam?

No but u have to score atleast 75%

To get admission in NITs/IIITs/IITs, you will have to fulfil one criteria either you will have to get 75% or you should be there in top 20 percentile. Also, if your percentage is 70% then you wont be eligible to get admission there in NITs/IIITs/IITs but there are few colleges which accept Jee main rank like DTU,NSIT where you can try. Apart fro this, you can try for state colleges as well.

Absolutely, you need to pass class 12 to be eligible for appearing in JEE mains. However to get a seat in NITs or IITs you either need to have 75% or be in the top 20 percentile of the class 12 board you appeared for.
