if we get seat in councling for certain college is it free seat or we have to pay college and hostel fee ?

Dear Student,
Counselling is to take admission in some good college not for the free seat of any course. In counselling many colleges participate and students choose best colleges among them according to their course.
there are some methods from which student don't have to pay the tuition fee, this seat is know as FW seat (TWF) seat. And for this seat you need a very good rank.
