Supposedly, if you are getting any seat through counselling process in the year 2019, then you will have to give the fees in that particular college for the session 2019-20.
If you wish to prepare for NEET again and wish to get a MBBS seat, that is altogether a different thing.
You decision of appearing for NEET 2020 has nothing to do with the college you got in 2019.
If you succeed in NEET 2020, you give the fees for that college and if not, then you pay the fees of next year in your 2019 alloted college and continue studying.

In most of the colleges, fees is paid annually and semester-wise.
You donot pay fee for whole five and a half years.
Fees is deposited in installments as the course continues.
If you donot wish to continue for next semester, no fees will be charged for next semester from you.
Different colleges have different bond policy for candidates.
