Since your profile says, you are a Medicine aspirant , then most probably you are asking this question in reference to the ongoing NEET All India Counselling (by Medical Counselling Committee).
1. If your query is regarding NEET UG Counselling -
As per the latest notice issued by MCC yesterday on their website (mcc.nic.in), the Round 1 of All India Counselling would start fresh, commencing from 8PM of 28th January, 2022). This fresh registration would end on 12 Noon (12 PM) of 30th January, 2022. Therefore within this time frame, you can do your registration even for the 1st Round.
However, even if you don't register for 1st Round, you can do fresh registration in Round 2.

2. If your query is regarding NEET PG Counselling -
If you have not registered for 1st Round, you can directly register in Round 2, which scheduled to commence from 3rd February, 2022.

Since you have not mentioned the name of counselling so it is quite difficult for us to guide you with an accurate information but if we go through your profile then it shows that you are a medical aspirant and you might be asking about NEET UG AIQ counselling, if not then please correct me in the comment section below.
You can definitely apply for round 2nd even if you have not applied for round 1st and also let me inform you that round 1st registration has been extended till January 30th 2022, so you can still register yourself for round 1st of AIQ counselling conducted by MCC.
