Yes you can do Biotechnology in Mtech after doing Chemical engineering in B Tech. But you need to write Bio Technology GATE paper in order to get into IIT / NIT/ IISC/ Other private institutes. But some iits don't allow crossover.
And in order to study bio technology in M Tech you need to have a basic knowledge on it and some feel difficult to understand as a whole with out any basics in UG.
