If we submit joining report (self report syatem) in college alloted in 1st counseling then are we eligible for 2 nd counseling?

If you have already reported to allotted college then even though you have not submitted fee for college allotted and you want to participate in second round of counselling then you can not participate because you have already accepted the allotted college by reporting at the college.if you have choosen float in your counselling then you are eligible for second round.
