if we want to wait till last round and did not get any seat will our full amount be refunded or what

If you are asking in terms of JOSAA counselling, the amount should be paid only after the seat allotment and seat you freeze will be allotted to you.
If you are asking in terms of IISER admission also the same strategy applies.
