If we will get admitted in the college based on the third list and then in mop up can we change college??

yes you can upgrade your college or you can also switch between different branches of the same college, in the successive rounds of the counseling. there is nothing to worry you can obviously opt for a bettere college and a better branch, even if are admitted, this is only for the jee examinations and not the other exams. you have not mentioned the exam.
