NO. Your percentile is too low to get into any college. The minimum percentile to get into any college is 85 and for a decent college is 90+ percentile. However, you could still take admission in some private colleges on their management seats or you could take a drop year and prepare again.
If this was your first attempt, I suggest you should take a drop year and prepare again. You must first work on your basics and then study the advanced topics. For the basics part, use NCERT textbooks. Go for coaching if your family can afford.

You have not mentioned about your category.But 65 percentile is quite low you to get any NIT,IIIT or GFTIs.
So you can go for private Engineering Colleges by direct admission or by Management quota.
