- Overall ranking
- Infrastructure
- Location/accessibility
- Branch that you are been offered(Core/interdisciplinary)
- Placement opportunities
- Industry Exposure
As a branch considering the current scenario and employability status I would suggest going for Chemical than Civil because of the following factors:
- Less Competition
- More opportunities
- More PSU recruitments
- Wide options to go interdisciplinary
- Huge scope for PhD abroad
Basically in these two colleges there is absolutely no difference or preference order that I can give here as both of them have excellent reputation, rankings, exposure, recognition and placements.
The only point of difference here is IIT Roorkee was established in 1857 and hence marks the oldest colleges of this country. The main campus and the namesake of IIT Roorkee is located in Roorkee City in Haridwar District in the state of Uttarakhand, India which is famous for it's Aqueducts and tourism so you can choose that according to your preference.
Otherwise you can be rest assured that at both the places you will have a great career growth.

Take a look at Ritik. Candidates have developed the idea that they will enrol in a college and then change branches after a year. Instead of focusing on their curriculum, they begin to concentrate on branch change. This has an impact on their outcomes as well.
However, because you asked about branch change at IIT Kanpur vs IIT Roorkee, I will recommend IIT Kanpur because they have a little more flexibility in branch change. At the end of the second, third, and fourth semesters, you can change branches. Although you would need to put in a lot of effort to achieve a cgpa of approximately 10 in cse and around 9 in electrical and mechanical.
However, I would advise you to follow your heart rather than what others say.
