Yes, even if you appear for NEET-UG from Assam, you will be eligible to apply for the medical colleges of University of Delhi under 15% AIQ (All India Quota) seats. For them, counseling is conducted by MCC - Medical Counseling Commitee.
But the remaining 75% State Quota seats are for candidates having the domicile status of Delhi.

Just to bring to your notice that I mistakenly wrote 75% seats are filled under State Quota, which should be : 85%
So, do remember that 15% seats are under AIQ and the remaining 85% seats are under State Quota.
NEET-UG Cutoffs for State quota seats are relatively lower than AIQ seats.
Only in open states like Karnataka, State Quota seats are open for candidates all over India.
