The NEET elgibilty criteria says that the candidate has to pass in each of Physics, Chemistry and Biology subjects with at least 50% aggregate marks (for general category). You will only be able to write NEET 2020 if you are going to write your improvement exam in 2019.
Also, there is nothing like writing the NEET exam as a fresher or repeater. You have to fill in the particular codes during filling up the form.
