Yes you can apply for GATE 2021 if you're currently pursuing UG 3rd year.
IIT Bombay has released GATE 2021 Notification on July 26,2020. The eligibility criteria for candidates to apply for GATE 2021 has been relaxed this year so that the students may get additional opportunities in their career options. 10+2+3 (on going)and 10+2+4(on going) are eligible to apply for GATE 2021. The dates of GATE are announced to be conducted on February 5-7,2021 and February 12-14, 2021.
The applications and syllabus for all the subjects will be released soon on the official website https://www.gate.iitb.ac.in/#.

Only final year and pass out students are eligible for Gate . As you are in 3 year , you cannot write Gate exam. So as of now it is advisable to make your basic concepts clear because this will be helpful for your Gate preparation as well,Third year undergraduates are not allowed to appear in GATE .
