I'm a average student can i do hotel management.. If yes then I can i do it after doing my bcom Or i have to do it before?

Yes you can definately do a hotel management course after you complete your bachelor of commerce. The only eligibilty criteria you need to fulfill is a minimum of 50% and above in the +2 exams from any recognized board and college. There is a certain condition that you need to be 25 or under in general category.
