I'm a domicile of U.P. Can I get admission into any private medical colleges of M.P? If yes, how? What are the procedures?

Yes, you can apply for private colleges of MP if you dont have the domicile for the same. Also, you will have to apply for by filling up a separate counseling form for private colleges and as of now, there is nothing out related to the beginning of forms.
