Since you have a domicile of Odisha you can apply to the MBBS and BDS colleges in Odisha via the State quota seats (85%). If you have a high score or rank in NEET UG examination, then you can easily get a seat in the colleges of Chhattisgarh and Jharkhand, through the All India Quota seats (15%). So which category open or management that you apply to, totally depends upon your score.

If you have domicile of odisha you would not get reservation in other states for sure. If you apply in any other states you would have to take a seat through management quota or through aiq if your marks are good enough.
