Yes, you can apply for a diploma. You can try for a diploma in Engineering. This is also called polytechnic. The basic eligibility for such courses is that you should have had passed your 10th standard from a recognized board. So, even if you fail to clear your 12th, you will be able to take admission in such courses.

Yes ,you can Computer Science engineering diploma.  There are two types of admission for engineering diploma like after 10th and after 12th . If any candidates wants to do after 12th he can admission in direct second year of diploma. But as you are failed in 12th you have get admission after 10th ,which 3 year diploma course.
