Yes, You can apply. As per the eligibility an appearing student can apply for NEET or AIIMS Entrance Exam. If you wish to apply for Improvement exam, In the same year also you are eligible to apply, Only you should have your all the required documents at the time of counselling.

Yes you are eligible for NEET 2020 and would suggest you to take up the examination again with better preparation if you are determined to go for medical studies. You will get one year to study and prepare and use it to your benefit.
