Im a tamilnadu student i apply for nit puducherry with all course but im not get a seat with any round what is the reason my sc category rank is 15676

Well, with SC rank 15676 you CRL rank should be around 250000-270000,
And, If you have completed your schooling in puducherry then your homes state NIT is NIT Puducherry. But if from Tamil Nadu other than puducherry than it will not be considered as your Home State, Now Coming to Closing Rank:
For 4th round of Josaa:

So, if you would have puducherry as your Home State then you must have got every branch there, but if you haven't got that, it means it isn't your Home State...
